BIR Praised for Bringing Services ‘Closer’ to Taxpayers

BIR Praised for Efforts in Bringing Services Closer to Taxpayers in the Philippines

Senator Win Gatchalian praised the Bureau of Internal Revenue (BIR) for its effort to bring closer to the taxpayer’s rights and obligations. He also insisted on more hearings to know if there is a need to create a National Taxpayers Advocate.

Gatchalian noted, “We are open for more discussions if a tax advocate is needed. I personally believe that duplication results in confusion.”

BIR Deputy Commissioner Marissa Cabreros expressed that BIR has been supportive of the hearing on Senate Bill No. 1077 or the Taxpayer Bill of Rights Act, and Senate Bill No. 1199 or the Taxpayer’s Bill of Rights and Obligations Act outcome. However, the agency pointed out that the BIR is equipped to protect the taxpayers stating their programs.

The bill was filed last month by Senator Lito Lapid for the purpose of protecting taxpayers allegedly subjected to harassment by some BIR and Bureau of Customs (BoC) officers. Another focus of this bill is to create the National Taxpayers Advocate to promote tax compliance and assist taxpayers.

Gatchalian also introduced Senate Bill No. 1199 or An Act Ordaining a Bill of Rights and Obligations of the Taxpayer.

Cabreros cited that the Department of Finance (DOF) oversees BIR for the protection of taxpayers in addition she added that BIR can also give reports to the Congress once it is requested.

Cabreros explained that BIR have a Client Support Service (CSC) in every revenue office in order to give assistance, offer online services, and dispense information to all offices.

Cabreros cited that taxpayers can also dispute complaints through the CSC or they can also file directly to the BIR national office whether they want it personal or anonymous.

Cabreros mentioned, “There is a defined rule that the taxpayers disputed collections they can file it thru CSC or report to the national office, and they can also openly file their complaint and remain anonymous if they wish.”

On the other hand, Gatchalian gave his praise to BIR as the agency continue its effort in bringing it closer to the taxpayers.

Gatchalian stated, “I commend BIR for really making an effort to make it easy for our taxpayers.”
