Recently, BIR released Revenue Memorandum Order No. 43-2022, providing notable changes to the “Ask For Receipt” for individual taxpayers and registered enterprises engaged in business activities in the Philippines.

In the new RMO No. 43-2022, businesses with physical establishments and sellers who utilize digital platforms to render services or sell goods must issue receipts or sales invoices. One of the most notable changes this issuance has brought is the change of color of the NIRI signage from orange to green.

Is the previous “Ask for Receipt” Notice still valid?

Yes. Existing “Ask for Receipt” notices will remain valid until June 30, 2023. However, BIR will begin to replace such notices to existing registrants periodically, based on the last digit of their Taxpayer Identification Number (TIN).

Who Are Required to Comply?

Individual taxpayers and registered business entities must comply with the changes provided by the latest memorandum. Such provisions are applicable to the following:

  1. New Business Registrants (NBR) head office and branches by the Revenue District Office (RDO) where the taxpayer is registered.
  2. Online sellers and other merchants, vloggers, social media influencers, online content creators earning income from the platform and/or advertising.

How Do I Comply?

Registered businesses requesting a replacement of their old “Ask for Receipt” are required to update their registration information before the release of NIRI. Entities must secure and designate an official company email address to communicate with BIR, including but not limited to, orders, notices, letters, and other processes.
